All applicants must have a valid unexpired CNIC. Women applicants for BISP must have CNIC registered in their own name — not a husband’s or father’s.
For BISP Kafaalat, household monthly income must be below Rs. 45,000 based on NSER (National Socio-Economic Registry) survey score. PMT score must be below 32.
EOBI benefits are for workers in EOBI-registered companies. Your employer must have deducted EOBI contributions from your salary. Informal daily wage workers are not automatically covered.
Naya Pakistan Housing is only for families who do not already own any property in Pakistan. Government servants and property owners are ineligible for this specific scheme.
You must have a mobile number registered on your CNIC. This is used for payment notifications, SMS verification (8171), and scheme updates.

eKYC Guide for BISP →Follow these steps to register for BISP Kafaalat and other Mazdoor welfare schemes.
SMS your CNIC number to 8171 to check if you are already registered in BISP. If registered but not receiving payments, proceed to nearest BISP office.
If not registered, visit your nearest BISP tehsil office and request an NSER survey. A surveyor will visit your home to assess your socio-economic conditions.
After survey, your Proxy Means Test (PMT) score is calculated. If your score is below 32, you are eligible for BISP Kafaalat. This process takes 4–6 weeks.
Visit a BISP payment point (Easypaisa, HBL, Post Office) with your original CNIC. Your biometric is verified and your payment account is activated.
Every quarter (3 months) collect Rs. 10,500 from your designated payment point using your CNIC and fingerprint. No card is needed — biometric is enough.
